A new plan at Bloom at Sunridge Park, in the same 95742 ZIP code as Kavala Ranch, is advertised from $650,905, and the same page says "priced from $700s." Partway down the page are two numbers that matter more. One is a closing credit of up to $60,000. The other is a line in the FAQ estimating "community assessments" at about $430 a month. If you're weighing a resale home in Kavala Ranch against a new build a few minutes away, start with those two numbers.
According to Bloom's own FAQ, there's no HOA. The page puts the property tax rate at about 1.0555% and community assessments at about $430 a month, and labels both as estimates.
On the $650,905 plan, the yearly cost works out like this:
That $1,000 a month is part of the cost of owning the house, just as the mortgage payment is. You keep paying it long after any closing credit has been spent. A buyer who compares only list prices is comparing two different things.
Builders near Kavala Ranch aren't advertising lower prices this fall. They're advertising help at closing. Bloom lists two promotions, one with up to $60,000 in closing credit and one with up to $30,000. The page doesn't say who qualifies or whether you can combine them. K. Hovnanian's Reserve at The Ranch lists plans from $665,990 to $717,990. On select homes it offers a 7/6 ARM at 4.99%, or 5.822% APR, fixed for the first seven years, or a "Flex Cash Equivalent" with no dollar amount given. Further down the price range, Cresleigh's Park Haven shows a $519,000 base price, with several of its available homes still under construction.
A credit lets a builder hold the posted price while still bringing down what the buyer actually pays. That posted price then becomes the comparison point for the next buyer and the next appraisal. The way these offers are built suggests that's the reason they're structured as credits.
None of these builder pages carries a date, and promotions like these can change from one weekend to the next. Treat every figure in this section as what was advertised when we checked, and confirm it with the sales office before you count on it.
Kavala Ranch sellers are competing with those credits in a market that has more room for buyers than it did a year ago. The Sacramento Association of REALTORS' September 2026 housing report shows these Sacramento County figures:
| Sacramento County, September 2026 | Figure |
|---|---|
| Median sold price | $555,000 |
| Average days on market | 35 |
| Sold-to-original-list-price ratio | 98% |
| Active listings | 2,523 |
| Months of inventory | 2.7 |
| Active listings vs. September 2025 | up 8.8% |
| Closed sales vs. September 2025 | down 8.8% |
Closer to home, SAR's September 2026 ZIP code report shows 43 closed residential sales in its Rancho Cordova/Gold River area. The average close price was $520,557, homes took an average of 33 days to sell, and they sold for 98.71% of list price. That's an average for a wider area that includes Gold River, not a Kavala Ranch median. It still shows the general picture. Resale homes are selling close to list price, but more of them are competing for each buyer than a year ago.
Put those numbers next to the builder offers and the comparison changes. A resale seller giving up a point or two on price is matched against a builder covering closing costs or buying down the rate. Your negotiation on a resale home should cover concessions and closing costs as well as price.
South Rancho Cordova's Sunridge developments, including Anatolia, North Douglas and Sunridge Park, sit inside Mello-Roos districts set up to pay for infrastructure, parks and police services. The City of Rancho Cordova says the county calculates and collects property taxes, and that some bills include extra direct levies or special taxes. Sacramento County's 2026-2027 Direct Levy List includes separate entries for Sunridge Anatolia CFD 2003-1, Sunridge Park CFD 2004-1, North Douglas CFD 2005-1, a Rancho Cordova special police tax and a landscaping and lighting district.
The amounts depend on the district, and on density within a district. The City's rate schedules for fiscal year 2021-22 show how far apart the districts are. These figures aren't current bills:
| District, FY 2021-22 maximum per single-family home | Facilities | Services | Combined |
|---|---|---|---|
| Sunridge Park CFD 2004-1, Zone 3 | $821.24 | $666.54 | $1,487.78 |
| North Douglas CFD 2005-1, RD-10 | $1,249.24 | $390.18 | $1,639.42 |
| North Douglas CFD 2005-1, RD-7 | $1,894.44 | $390.18 | $2,284.62 |
| North Douglas CFD 2005-1, RD-5 | $2,072.90 | $390.18 | $2,463.08 |
The Sunridge Anatolia CFD 2003-1 report says its single-family maximum rates rise 2% every July 1. The Cordova Recreation and Park District also runs its own Sunridge CFD 04-01, which covers Anatolia I through IV, North Douglas, Sunridge Park and the Center Property. Its fiscal 2025-26 report sets the tax at $545.23 per developed single-family home.
The spread is the point here. Two Sunridge-area homes at the same price can have special-tax lines roughly $1,000 a year apart before you count the park district. For any resale home you're looking at in Kavala Ranch or nearby, the seller's most recent property tax bill shows which of these lines apply. Ask for it early, before you've decided what to offer.
Mello-Roos taxes, ARMs and closing credits all come with terms that depend on your situation. This post is general information, not legal, tax or financial advice, so check the specifics with your lender, a tax professional and the title company.
The other side of the comparison is what's already built. Kavala Ranch has its own neighborhood park, Kavala Ranch Park, run by the Cordova Recreation & Park District. The half-mile Anatolia–Kavala Ranch bike and pedestrian trail opened in September 2016. It links the two neighborhoods and runs past a wetland preserve, and the Sacramento chapter of the American Public Works Association named it a 2017 Project of the Year. The neighborhood has also been around long enough to hold a community-wide garage sale on June 7, 2025, with 50-plus homes taking part. Maps were handed out at Kiefer and Country Garden, and The Trailer Perk Coffee was parked on Country Garden Drive that morning.
Sunrise Boulevard, the nearest commercial corridor, is still adding restaurants. The City lists its repaving between Douglas Road and Kiefer Boulevard as finished in fall 2025. The Rancho Cordova Independent reported in July that Crazee4Pasta had opened at 2204 Sunrise Blvd. and that Man Sok Jang and Pho Tasty had opened at 2738 Sunrise Blvd. The Sacramento Business Journal covered Sushi Nito's grand opening at 2252 Sunrise Blvd. in Sunriver Village on October 7.
Some of the infrastructure planned for the newer areas hasn't been built. Elk Grove Unified's planned SunCreek Middle/High School site sits off Rancho Cordova Parkway near Kiefer Boulevard. The Folsom Times reported in July 2026 that the district's board would consider starting eminent domain proceedings for the land in August, after months of negotiations failed. The campus hasn't been built yet. Some of what a new build's assessments pay for doesn't exist yet either.
To compare a Kavala Ranch resale with a nearby new build, put both on the same yearly basis:
Does Bloom at Sunridge Park have an HOA? Its FAQ says there is no HOA and estimates community assessments at about $430 a month.
Are the Mello-Roos rates in the table what a Kavala Ranch owner pays today? No. They're the City's FY 2021-22 maximums, and which district applies depends on the parcel. The current tax bill for the specific home shows the actual amounts.
Is the resale market in Rancho Cordova still competitive? In September 2026, Rancho Cordova/Gold River homes sold for an average of 98.71% of list price in 33 days, while countywide listings were up 8.8% from a year earlier.
If you're deciding between a Kavala Ranch resale and a new build nearby, Sac Platinum Realty can help you pull the tax bill, compare credits with concessions, and work out the yearly cost of each home before you write an offer. Let's Talk.
